Sampdoria midfielder Abdelhamid Sabiri, 25, and Toulouse forward Zakaria Aboukhlal, 22, scored Morocco's goals.
Morocco now lead the standings in Group F, with 4 points, and Belgium are second, with 3 points.
In the other match of this group that will be played today, reigning World Cup silver medalists Croatia will play against Canada; this match will start at 8pm Armenia time.
In the first round, Belgium had beaten Canada 1-0, and Morocco had played a goalless draw with Croatia.
