Netherlands and Liverpool striker Cody Gakpo opened the scoring in the 72nd minute.
Morocco and Fulham defender Issa Diop equalized in the first minute of added time.
No goals were scored in extra time.
And Morocco won 3-2 on penalties.
They will face Canada in the Round of 16.
