World Boxing Council (WBC) President Jose Sulaiman said he would not give consent to WBC heavyweight champion Vitali Klitschko and British boxer David Haye fight.
The point is Haye is not among the top fifteen boxers in the UK, Boxingscene reports.
Klitschko said that talks with Haye are still in progress.
