Official: Manchester City guilty of all charges of Premier League financial breaches

The English Premier League has officially confirmed that an independent commission has found Manchester City guilty of breaching Financial Fair Play rules.

The independent commission determined that, between the 2009/2010 and 2017/2018 seasons:

Manchester City entered into sham agreements (which misrepresented the true nature of the actual arrangements between the parties) with a number of commercial partners and used "fictitious" contracts with other counterparties to artificially inflate the club's revenue and understate its expenses.

The club submitted inaccurate financial information and concealed the true state of its finances from auditors and football regulatory bodies.

Manchester City significantly exceeded the spending limits set by the Premier League and UEFA.

During the Premier League's investigation, Manchester City repeatedly breached its obligations to cooperate and engage in good faith with the league (three of the four alleged breaches were proven)," the statement reads.

The question of sanctions will be addressed separately at future hearings. Manchester City has the right to appeal the independent commission's findings and must do so by October 2.
